SNEHA's relief work report  as on Aug 10, 2005

We are sending a report of sneha's relief work including the preliminary assessment conducted in 21 localities of six wards & meeting minutes of ngo
from F-North & G-North Ward with whom SNEHA is networking for the relief work.

As the need assessment is going on inthe area we will keep you informed about the needs and activities carrried out.

Relief work status report

After  the initial relief  work that SNEHA  managed to organized and co-ordinate in six wards ,the need was felt to use the Network of NGO’s to reach to more affected areas. Thus a meeting was organized with following objectives      

Objective:

  1. Role of  SNEHA
  2. To collaborate and jointly work with NGOs in G/N and F/N ward
  3. To share with the NGOs about the government order, Policies the information from the Municipal commissioners meeting. 
  4. NGOs to list which are all the most affected localities

Issuses discussed : Ration distribution 

  • Full quota is not being given to the families
  • There is a threat that the ration card is cancelled, as in one or two cases the officer has informed he has cancelled the card and would not give ration
  • There are very few men at the ration shop to handle the crowd, and to download also they are to pay Rs/2 per kg.
  • The people are beating shop keepers, and for their protection they pay 400 per day to the hawaldars to stand at the ration shop
  • Political parties are only distributing in their respective areas
  • Some coupon system is to be evolved as people need not waste their time

Suggestions:

  • Grains can be procured from FCI and coupons can be given to vulnerable families who do not have ration card 
  • Listing exercise need to be undertaken for the localities where the ration distribution has not yet began.

Needs expressed:

1.       The list of areas which are badly affected and which are still not received any benefits to be given to the Tehsildar, a central access point has to be made

2.       All Ngos can give their contact details and other information’s that they receive as we can pass on the same to the needy.   

Discussion:

Ration distribution:  

  • There are different lines on different days
  • Full quota is not being given to the families
  • People are loosing too much time due to the crowd
  • Some coupon system is to be evolved as people need not waste their time
  • There is a threat that the ration card is cancelled, as in one or two cases the officer has informed he has cancelled the card and would not give ration

  • We must network with ration shop and the ration officer about our coupens and can provide volunteering services.
  • If the ration shop protests against NGO volunteers presence at the shop we must take down the shop number and let it know to Manick from Rationing Kriti Samithi

 

Suggestions:

  • There was a suggestion that we can directly get food grains from FCI and distribute coupons to the ones who doesn’t have ration cards and the grains could be distributed.   
  • List all the localities and mainly those where the ration distribution has not yet begun.

Needs expressed:

1.       The list of areas which are badly affected and which are still not received any benefits to be given to the Tehsildar, a central access point has to be made

2.       All Ngos can give their contact details and other information’s that they receive as we can pass on the same to the needy. 

3.       Yuva shared their experience of how NGO and the corporator collaborated and jointly gave letters to the individuals who did not have ration cards but were needy, and Dr.Fernandez suggested that we can make a single list of the families and that could be distributed

Localities covered are Mankurd, Chembur, Bhim Nagar, Rajiv Gandhi Nagar, Azad Nagar, Anna Nagar, Gulshan Nagar, Khar, Kapaswadi and Bandra. 

 

Report of relief work from 14 to 22 Aug 2005

Activities undertaken during this week were mainly

  1. Need assessment in the remaining localities of G/n and F/N wards.(Annex Attached)
  2. Meeting with ration officers and ministry level officials for working out the modalities for ration distribution.
  3. Meeting with Ngos for coordinating the Ration distribution.
    • The first meeting was held on the 17th of August 2005, ration Officer explained the GR to NGO members. Decision was taken regarding survey of the families who have not received ration/ received less ration. Tips on how to conduct the survey was given to them. Date was fixed for the next meeting
    • Next meeting was held on 19th August 2005.  18 NGOs participated and 10 NGOS  brought the list of ration surveys. Discussion on how to submit list on Monday 22nd August 2005 at Mantralaya. Inform them about Chlorine supply from Impact India and their planned visit on Saturday. Also informed about the coupons received from IAP. Shared the needs assessment results done by SNEHA and assigned localities to NGOs with specific needs.
    • List of ration survey received.
    • Meeting days decided as Monday, Wednesdays and Fridays
  4. Data reporting to the ward officers on garbage removal and water logging based on the needs assessment in ward coordination committee meetings. (16 th August G/N ward Office)

·        BMC reported pst control mosquitoes, larvae, and flies; day and night garbage clearance through 700 workers employing 25 vehicles, collecting 400 metric tonnes daily. 

·        Health post timings from 9-4 to 9-6. 

·        Following needs emerged
·       
10 volunteers to assist the pest control dept. accompanying municipal staff in pest control services
·       
volunteers to accompany surveillance staff to identify fever cases and to assist in preventive and presumptive treatment.

  1. Visiting health posts and dispensaries in the G/n ward to find out the status of the work done and to find the problems and report the same to the ward offices.
  2. Coordination of medical camps in the Dharavi area between the PSM dept of Sion Hospital and the local NGOs
  3. Medicine distribution to the intervention health posts under ‘City Initiative’ spread in 6 wards (14 health posts)
  4.  IMPACT India has provided 1.5 lakh chlorine sachets for distribution
  5. Raheja College of Architecture, 30 students did survey for ration needs assessment with 3 SNEHA staff covering 1423 household from 6 Chawls.

The coupon Distribution in the G/N ward is on the verge of Finishing. The data is in the updation process.

The Actual distribution of Ration will commence from 31st August to 6th September. The plan for distribution has been made by the NGOs and the Ration Department. The Police Protection will be provided at the distribution centres.

‘Impact India ’ representatives visited 3 areas under Kishori, SHED and PREM  NGOs.

Feedback was given to SNEHA team to rectify the errors.

One follow-up meeting was arranged with the NGOs, where the misconceptions were cleared. Some of the problems identified were

·        Since rationing activity came up at the same time as the chlorine distribution, hence the distribution was done on demand basis and instructions were given verbally.

·        Lack of human resources for distribution

·        The NGOs voiced the demand for more Chlorine for distribution in the community.

    2. UNICEF and SNEHA to work through NSS and AMRAE Volunteers in G/N ward

                                                               i.      Identify local networks of youth groups through NGOs

                                                             ii.      Train these youth groups in Preventive health measures, curative measures and garbage removal.

                                                            iii.      Use this group to ensure slum cleanliness, clean water, exclusive breast feeding.

    1. Needs assessment visits at Azad Nagar under Kumbharwada health posts.
    2. Action planning to cover vulnerable areas in the health posts in the G/N ward

                                                               i.      Visited 3 health posts which are affected badly  (details in the Annexe)

                                                             ii.      Collected the number of affected households in the vulnerable areas, (for help of NSS Volunteer)
