Disaster  Management Plan by MHADA - DM - for collapsed buildings

A) Risk Analysis

  • M.B.R.& R.Board is in charge of 19642 old & dilapidated cessed buildings in the Island City , whose repairs & reconstruction activities are with Board.
  • Frequent survey of specific buildings are conducted by Boardís officers.
  • Pre monsoon survey of all buildings are done every year.
  • Meeting with tenants, MPís, MLAís, Municipal councilors and other social workers to ascertain the condition of buildings in their areas.
  • Joint survey with other Govt. Departments such as Railway, MCGB etc.  

B) Response Action  

    I)     MHADA's Control Room

MHADA/Board has installed a control room at Tardeo in South Mumbai which works round the clock.

Control room is provided with

 i)         manpower

       -   one Dy. Engineer, & one Jr. Engineer

ii)          Communication system

Wireless system which is connected to 70 wireless systems of other departments such as MCGB, Fire Brigade, Mantralaya etc.

Other provisions

Jeep ( with driver), Emergency lights, Torches, Helmet, Megaphone, Firstaid Box. 

   II)      Management of disaster

            Officers in charge

                     i)  Nodal officer  -  Executive Engineer.

                     ii) Zonal officer  -  Dy. Chief Engineer.


C)  Mitigation Strategy  

Board has been taking up repairs as a temporary measure and reconstruction as a permanent solution activating to the available resourses at its disposal. But the task involved is gigantic and Board alone cannot shoulder this task single handedly. The Government therefore desires private participation in this activity even by granting incentive FSI to accelerate the pace of reconstruction.
