Feedback on ALM & BMC Interaction Structuring 
 
1.0 - Since BMC is planning to implement a resident wise billing system from April 2006 (vis-a-vis a co-operative society wise billing system at present), collecting dues from residents to help pay for authorised ALM funds would be easier.
 
2.0 - The founder of Loksatta.org has advocated a system wherein which the ALM's would be formed from elected representatives similar to the electoral process that we have at present. This was mentioned to be by one of the AGNI representatives some time ago. The defining unit for an ALM could be size of population representated in a particular geographical area.
 
3.0 - I went through the BMC NGO Civil Society Partnership flowchart document. It makes sense at a Macro level. However,
perhaps, we could make it work at an experimental level say at one ward and then based on the success of the same, replicate
to other wards.
 
4.0 - NGO's have to be organized both on their areas of specialization and concentration of physical presence in the different wards. This would make their working more effective, both in the council as well as in their interactions with BMC.
 
5.0 - Some more of my thoughts based on my limited ALM experiences are given below :

Current Issues as on date :
 
5.1 - ALM Residents Common Concerns ( Chart 3) must be mapped to the Ward Level Functional Departments in BMC (Chart 1). Even if the Ward level Functional Department Information (Name of officer, telephone number) and procedures for resolving concerns is available to the residents, that would be of great help in resolving the issues. (See Matrix Below of BMC Functional Departments and ALM Resident's Common Concerns)

5.2 - Councillors at level 3 (Chart 2) sometimes ALM's (Chart 3) as a perceived threat to their interests. This needs to be resolved.
 
5.3 - Communication about capabilities of NGO's at ward level (Chart 4) must be communicated to ALM's for dissemination to their residents.
 
5.4 - Communication about Capabilities of NGO's operating across whole of Mumbai (Chart 5) (.e.g AGNI) with their different areas of specialization must be available at all ward level constituents - ALM's, Ward Officers and Councillors.
 
5.5 - Websites of BMC both at the Head Office Level and the Ward Level can be used to disseminate the information of NGO's (both across Mumbai and at different wards) and ALM's at the ward levels.
 
5.6 - All NGO Capabilities must be researched and understood at the following levels
 
    6.1 - Ward-Level Capabilities and Physical Presence
    6.2 - Depth of Specialization in Specific Issues (.e.g Rainwater Harvesting).
 
Detailed Questionnaires must be submitted to NGO's and their responses audited and results
posted on websites mentioned in 5.5.
